Amazon's AI data center comes with the most polluting power plant in America
Permits filed in Pecos County, Texas allow a 7.65 gigawatt off-grid gas plant emitting 33 million tons of CO2 a year, more than any single power plant in the country today.

Amazon is clearing land in Pecos County, Texas for an AI data center powered by its own 7.65 gigawatt natural gas plant, The New York Times reported on August 8. The permits allow 33 million tons of CO2 per year, which would make the site the single largest pollution source in the United States, ahead of the biggest coal plant. The New Republic and the newsletter The Distilled, which surfaced the permit filings first, put the same numbers on it. Amazon's Climate Pledge promises net zero by 2040.
What the permits describe
Three construction permits filed with Texas cover three data center buildings at the GW Ranch site, with the gas plant running off-grid, at least initially, meaning it feeds the data center directly instead of drawing from ERCOT. Cooling comes from brackish groundwater, water too salty for drinking or irrigation. Land clearing has already started. Amazon points out it has 10 gigawatts of carbon-free energy across 40 existing Texas projects; this build is on top of that, not instead of it.
The fair reading
Some of the design choices are the considerate versions. Off-grid gas does not push the cost of new demand onto local ratepayers the way grid-connected data centers have elsewhere, and brackish water is the right water to use in west Texas if you must use water. The unavoidable part is arithmetic: 7.65 gigawatts of gas is 7.65 gigawatts of gas, permitted to out-emit every coal plant in the country, built by a company with a net zero pledge on its homepage. Both things are true at once, and the permits are public.
Why a build studio cares
Every model call we ship terminates in a building like this one, and the economics of those buildings eventually reach API pricing. The buildout is also colliding with public opinion: we covered the 53% of Americans who do not want a data center nearby, and the broken-promises pattern in the towns that got them. A hyperscaler choosing to bring its own gas plant to west Texas is what routing around both the grid and the backlash looks like. Where compute physically lands, and what it burns, is part of our supply chain whether we like the answer or not.
